Construction of the Waste-to-Energy (WtE) Plant in Olsztyn
Project Description The scope of the undertaking encompasses:
Design and construction of the Waste-to-Energy (WtE) Plant (ITPO).
Financing of the investment valued at PLN 883.7 million.
Long-term management and operation of the new infrastructure.
The project is executed under a Public-Private Partnership (PPP) model, utilizing the EPC (Engineering, Procurement, Construction) delivery method. The public entity involved is Miejskie Przedsiębiorstwo Energetyki Cieplnej Sp. z o.o. in Olsztyn, while the private partner is Dobra Energia dla Olsztyna Sp. z o.o.
From 2021 to 2024, the CAS team supported the execution of the Waste-to-Energy Plant in Olsztyn, acting as the Claim Advisor on behalf of the Employer – Dobra Energia dla Olsztyna Sp. z o.o.
The Advisor’s responsibilities included:
Analysis of the EPC Contractor’s claims regarding increased execution costs of the EPC Contract subject matter.
Schedule analysis concerning delays in the completion of Stage I and Stage II.
Analysis of the impact of macroeconomic factors on the project schedule and costs.
The objective of CAS is to prevent disputes during various stages of project implementation and to resolve disputes through the specification of claims and defense against those claims.
As Experts, we provide support during negotiations, mediations and cases under litigation before courts and arbitral bodies to minimize their negative effects and maximize profits.
